We primarily do commercial work, but we agree that almost anything you can build needs a permit in a metropolitan area. Even the listing documents for realtors here have a section that asks if you know whether any portion of your home was not permitted. If your contractor doesn't want to pull a permit, you should ask them why. It may be an indication of how they do business and a red flag.
